HIGH QUALITY AND PRODUCTIVITY TO THE COMPETITIVENESS OF ENGINEERING EDUCATION
The design and implementation of MOOCs as an instrument for Teaching High Productivity
Aims and Scope: To promote the exchange of research and organizational and academic experiences regarding the EDUCATION in engineering and technology in Colombia and Latin America Region 9.
The 5th PANEL EDUCATIONAL IEEE International, organized by the IEEE EDUCATION SOCIETY COLOMBIA CHAPTER, seeks to provide an offer to high scientific-technical and cultural city of Bogotá and the LA region impact, also intends to integrate the Colombian AVID of new educational methodologies applicable to engineering education and technology, in a space that will allow teachers and researchers to socialize with state of the art in these fields of knowledge. The successful incursion by MOOCs (Massively Open Online Courses) in the world is witnessing profound changes in education and pedagogy supported by ICT in the Third Millennium.
The recent study - in pursuit of Teaching Excellence, which conducted the Share Foundation focuses on Teaching as a guarantor of the Constitutional Right to Education. They have generated many expectations on specific support but many questions: Are we to continue educating using methods and tools of the nineteenth and twentieth century? Obviously believe that education is the key to face the backwardness and poverty. How to take advantage of this moment?
For the Government, the 5th International Panel is a space for the presentation of policies towards the democratization of knowledge to ensure the participation of the State, to a Higher Education with criterion of excellence, equity and competitiveness through the generation and dissemination of knowledges and insights with autonomy and vocation to the sociocultural and scientific-technical development.
Backgrounds
The IV Panel International was sponsored by the Mayor of Bogotá, was one of the closing events of MONTH OF ICT, involving the ICT High Commissioner for the City Dr MAURICIO TRUJILLO URIBE , Dr GEORGE REYNOLDS of IEEE, Dr. Oswaldo Ospina Mejía, Director of Science, Technology and Educational Media at the District Education Secretariat and Professor ALFONSO PEREZ GAMA Education Society Colombia Chapter Chair. Attended with massive participation of more than 300 teachers of the area of Technology Bogotá and including several IEEE members.

Proposals for participation in the 5th Panel Conference can be submitted in the following formats:
Book of Conference Proceedings
The Proceedings of the conference with an appropriate ISBN number will be distributed electronically on a USB and will also be available through IEEE Xplore as indexed papers. Also selected papers will be recommended for publication in IEEE Transactions in EDUCATION and the IEEE-RITA Electronic Journal, as well as IAOE - Online Journals.
DATES: Paper abstracts must be submitted by April 15 1, 2014 and a preliminary version of the paper by May 1, 2014. All submissions will be peer reviewed by at least three reviewers. If accepted, final versions of the papers as they will appear in the conference proceedings must be submitted by June 1, 2014.

Entrepreneurship is becoming fundamental in depression period. Lack of entrepreneurial spirit in many countries of Latin America, including SpainPresent and new future business opportunities will require intense use of innovative ICT. unX plays an important role giving support for a Latin American entrepreneurship ecosystem by providing: open courses and community support.

Professor Castro will be between 24 and 27 July in Colombia
MANUEL CASTRO, Electrical and Computer Engineering educator in the Spanish University for Distance Education (UNED) has a doctoral industrial engineering degree from the ETSII/UPM. Professor of Electronics Technology inside the Electrical and Computer Engineering Department. Is co-chair of the conference FIE 2014 (Frontiers in Education Conference) to be organized in Madrid, Spain, by the IEEE and the ASEE. He is Fellow member of IEEE (for contributions to distance learning in electrical and computer engineering education) and member of the Administration Committee (AdCOM) (2005–2012) of the IEEE Education Society and President (2013-2014) of the IEEE Education Society; Founder and Past-Chairman (2004-2006) of the Spanish Chapter of the IEEE Education Society, and Chair of the IEEE Spain Section (2010-2011). He has been awarded with the IEEE EDUCON 2011 Meritorious Service Award (jointly with Edmundo Tovar) of the EDUCON 2011 conference; 2010 Distinguished Member Award of the IEEE Education Society; 2009 Edwin C. Jones, Jr. Meritorious Service Award of the IEEE Education Society; with the 2006 Distinguished Chapter Leadership Award and for the collective work inside the Spanish Chapter of the IEEE Education Society with the 2011 Best Chapter Award (by the IEEE Region 8) and with the 2007 Chapter Achievement Award (by the IEEE Education Society). He is Vice-President of the Board of the Spanish International Solar Energy Society (ISES).
Prof. Dr. Eng. Abul K.M. Azad
Abul K. M. Azad is a Professor with the Technology Department of Northern Illinois University. He has a Ph.D. in Control and Systems Engineering and M.Sc. and B.Sc. in Electronics Engineering. He has been in academics for 15+ years, and his research interests include remote laboratories, mechatronic systems, adaptive/intelligent control, mobile robotics, and educational research. In these areas, Dr. Azad has over 100 refereed journal and conference papers, edited books, and book chapters. So far, he has attracted around $1.5M of research and development grants from various national and international funding agencies. He is a member of the editorial board for a number of professional journals as well as the Associate Editor-in-Chief of the International Journal of Online Engineering. He is active with various professional organizations and has served as Chair and Co-Chairs of numerous conferences and workshops, in addition to serving on the program committees of around 30 international conferences. He is a Senior Member of IEEE and ISA and a member of ASEE, IET, and CLAWAR.
